I think that after 50 years of hearing about black dysfunction this and black dysfunction that a couple things should be obvious. I'm going to blather on about the obvious for a moment.

The first thing that should be obvious is that the American system works. You see, if you think for a moment about what Brown was all about, what the Civil Rights Act was all about, what Freedom Rides were all about, you will find that they all have one critically important premise at their heart. Integration is worthwhile because America works.


People who don't have those problems are not the beneficiaries of magnificently planned social programs.

Think about it for a minute. What's the difference between all these fools and you? A job. An education. A sense of integrity. These things exist in abundance here in this country, and everyone can reach out and grab it.

Or can we?

Activists who want to see this problem studied will attempt to convince us that there are monumental barriers to providing access to the goods for these impoverished victims. What keeps blacks down according to their theories? The capitalist system. That thing that provides jobs is the thing that keeps those long-suffering black victims from getting jobs. What keeps blacks down according to their theories? The educational system. That thing that provides education is the thing that keeps those long-suffering black victims in ignorance. Huh? What?

Understand that this is the bulk of the argument. The system is corrupt and the Man uses it to destroy black people. And they will have you believe that the capitalist system, because it keeps 10% of blacks unemployed is no good for the other 90%. And they would have you think that the educational system, because it keeps churning out illiterates should be overhauled despite the brilliance it sustains.

The revolution won't be televised because a machine that works with 90% efficiency doesn't require a revoution. Fine tuning perhaps. But the system works. Let's call the dropouts what they are. Dropouts. Nobody is going to sacrifice these systems for them. It's like that and that's the way it is.

It's not that simple. There is definitely a differnece in the accomodations in public school systems. For instance, in Washington, DC where I went to public school, the schools in predominiantly black neghborhoods were often rundown, the textbooks were old and torn, and teachers were sent to teach at those schools as disciplinary actions. The schools in the predominantly white neighborhoods had much better accomodations, better teachers, etc. Clearly, with two kids of equal ability, one going to each school, the one in the better environment could be assumed to have an advantage. I agree with you that '..a sense of integrity..' and a solid work ethic etc. can help you to overcome those obstacles, but not to acknowledge those obstacles is a mistake.

It's just as easy to acknowledge the advantages of the suburban school as it is the disadvantages of the ghetto school. My point? 50 years after Brown, how hard is it for blacks to move from the ghetto and find a cheap apartment in a better neighborhood. It's not as if anybody was going to get lynched. Whose parents are willing to make that effort for the sake of their children's education? The good ones.

In response, I'm going to post an update to my thinking on Loury and hypersegregation. It's unfinished and a bit contradictory, but you're right - it's not so simple.

My preliminary conclusion is that it's easier to remove the mental obstacles in black heads than to get infrastructure changes, that means that blacks have to swallow hard and make integration work, because the investments aint coming. That means change of address.

I want to add, since I'm not going to be able to post the Loury piece until this evening, that I speculate that blackfolks in the ghetto don't honestly believe that they are going to be 'Method & Red' if they migrate to the 'burbs. Instead they think that there are social and economic litmus tests that they must specially pass - that their black culture won't be accepted - that they would have to 'act white' in order to get into that cheap suburban apartment in the good school district.

If you follow what I'm saying, this is why the problem is in the ghetto mentality, not in the suburban attitude. Again, is it worth it for your kids?

Absolutely. If whitey can take flight, so can a Black family.

In my burg, there are several well-integrated 'hoods in the near and far burbs. I live in a small community with Euros, Asians, native Africans, Afro-Americans, mixed - you name it. All hard-working, all good neighbors (well, except for one cranky old bachelor - white - who plays his home theatre too loud - any good ideas to convince him otherwise??)
