I suppose consistency is good. Can we really identify terrorists, though? It's a frame of mind. It's like trying to identify atheists, no? Surely we can try, but won't a whole bunch of agnostics get caught up in the mix. I think it's good to try,though. I just wish we were betetr at it.

Well even back in the days before AQ, we had a good idea that there were a lot of terrorist training camps in the Bakaa Valley. I couldn't find it on a map, but the place loomed large in the policy and fictional imagination (I read a lot of spy books at the time.)
